(A) The form of this code shall consist of separate titles, articles, chapters, sections and paragraphs. Each section number shall be comprised of four numbers separated by hyphens indicating, in order, the title, article, chapter and section number. Paragraphs within any section shall be individually lettered in alphabetical order.
(B) All general ordinances hereafter enacted for the amendment or repeal of or addition to this code shall conform to the general form of this code.
(C) This section shall not be deemed a limitation upon the powers of the Common Council but shall be liberally construed for the purpose of avoiding confusion in the numbering of titles, articles, chapters, sections and paragraphs of this code and is intended to provide a means whereby this code, with all its subsequent additions, amendments and repeals, can be made easily available by reference thereto.
