§ 1-1-1-11. INTENT.

(A) All general provisions, terms, phrases and expressions contained in this code as adopted or as hereafter amended shall be liberally construed in order that the intent and meaning of the Common Council may be enforced.
(B) Any doubt as to the existence of a power or right of the Common Council to act in a particular manner shall be resolved in favor of its existence.
